Capital Goods Facilities

What is it?

The measure Capital goods (“New Sabatini”) is the facility made available by the Ministry of Business and Made in Italy with the aim of facilitating companies’ access to credit and increasing the competitiveness of the country’s production system.
The facility supports investments to purchase or acquire under leasing machinery, equipment, plant, capital goods for productive use and hardware, as well as software and digital technologies.

To whom is the Sabatini relief targeted?

Micro, small and medium-sized enterprises (MSMEs) are eligible; all productive sectors, including agriculture and fisheries, are eligible, except for the sector inherent to financial and insurance activities.

With the following characteristics:

  • They are duly incorporated and registered in the Business Register or Fishing Business Register;
  • They are in full and free exercise of their rights, are not in voluntary liquidation or subject to bankruptcy proceedings with liquidation purposes;
  • Persons who have received, and subsequently not repaid or deposited in a blocked account, aid considered illegal or incompatible by the European Commission are not included;
  • They are not in a condition to be distressed enterprises;
  • Have a registered office or a local unit in Italy; for companies not resident in Italy, possession of a local unit in Italy must be demonstrated when submitting the grant application.

What does it fund?

These facilities finance the purchase, leasing, etc. of assets that must be new and refer to fixed assets for “plant and machinery”, “industrial and commercial equipment” and “other assets”, i.e. expenses classified in the assets of the balance sheet under items B.II.2, B.II.3 and B.II.4 of Article 2424 of the Civil Code, as explained in Accounting Standard No. 16 of the OIC (Italian Accounting Organization);

The facilities

They consist of the provision by banks and financial intermediaries, which are members of the Addendum to the agreement between the Ministry of Business and Made in Italy, the Italian Banking Association and Cassa Depositi e Prestiti S.p.A., of financing to micro, small and medium-sized enterprises.
The loan, which can be assisted by the guarantee of the “Guarantee Fund for Small and Medium Enterprises” (established by Article 2, paragraph 100, letter a, of Law No. 662/96) up to 80 percent of the loan amount, must be:

  • Of a duration not exceeding 5 years
  • Of an amount between 20,000 euros and 4 million euros
  • Fully used to cover eligible investments

Green investments

Article 1, paragraph 227, of Law no. 160 of 2019 (Budget Law 2020) provided for a specific financial allocation within the resources allocated to the Nuova Sabatini measure for low-impact investments by micro, small and medium-sized enterprises.

Specifically, these are green investments related to the purchase, or acquisition in the case of financial leasing transactions, of brand new machinery, plant and equipment for production use, with low environmental impact, as part of programs aimed at improving the eco-sustainability of products and production processes.
